This bill would authorize the California Victim Compensation Board (CalVCB), which provides financial assistance to victims of crime, to reimburse victims of sexual assault or violence for tuition expenses at an educational institution, up to a maximum of $10,000. This reimbursement would apply if the victim is a full-time or part-time student who is unable to continue their studies or experiences an academic setback, such as failing a term or needing extra terms to graduate, due to the crime. The compensation would be calculated by subtracting any refunded tuition and other financial aid like grants or scholarships from the total tuition cost, and could be limited to the term the crime occurred and the immediately following term. By expanding the board's spending authority from the Restitution Fund, a continuously appropriated fund, this bill would also constitute an appropriation.
