This bill requires the Public Utilities Commission (PUC) to create a special rate structure for "large-scale energy users," defined as facilities needing at least 75 megawatts of electricity, to prevent other electricity customers from bearing their costs and to ensure these large users pay for necessary infrastructure upgrades. It also mandates that these facilities use only onsite solar or wind power with battery storage for backup and enter into agreements with local fire departments for adequate fire protection. Furthermore, the construction of these facilities will be considered a public works project, requiring contractors to pay prevailing wages, use a skilled and trained workforce, and submit certified payroll records to the PUC. The bill also mandates that a joint report by the PUC and other state agencies on achieving California's renewable energy goals must now include an evaluation of how large-scale energy users impact the state's ability to meet those goals.
