This bill requires the State Air Resources Board, when preparing a standardized regulatory impact analysis (a report assessing the economic effects of proposed regulations), to also consider the impact of those regulations on the cost of living for California residents. This includes examining potential increases or decreases in expenses related to retail gasoline and transportation, electricity bills, everyday goods and food, housing and construction, and general business costs, in addition to the existing requirements of assessing job creation or loss, business competition, and benefits to health and safety.
