This bill requires the State Air Resources Board, when preparing a standardized regulatory impact analysis for new or amended regulations, to additionally assess the cost of living impacts on California residents. This means the analysis must consider how proposed regulations might affect expenses such as gasoline and transportation, electricity bills, the cost of consumer goods and food, and housing and construction costs, as well as costs to businesses. This builds upon existing law that already mandates such analyses for major regulations, which examine job creation or loss, business competition, and benefits to health, safety, and the environment.
