This bill authorizes a licensee at Laurel Park, in addition to Pimlico Race Course, to conduct live racing of Arabian breed horses, which are defined as purebred Arabian horses with a valid certificate of registry from the Arabian Jockey Club of America. This authorization is subject to several conditions: no more than one Arabian breed race can be held per day, and no more than three during an entire race meet. Crucially, these Arabian races must be in addition to, not instead of, existing thoroughbred races, and they cannot reduce the number of thoroughbred races scheduled. The purse money for Arabian races cannot come from the thoroughbred purse account but must be funded by the licensee or a sponsor, and standard racing taxes and fees, known as takeout provisions, will still apply. Finally, each Arabian breed race must be approved by the State Racing Commission. The bill also states that it is an emergency measure, meaning it is considered necessary for immediate public safety or health and will take effect immediately upon enactment.
