This bill requires the Maryland Department of the Environment, in collaboration with other state agencies like the Department of Transportation and the Maryland Energy Administration, to conduct a comprehensive study and produce a report on the feasibility and design of an "economy-wide cap-and-invest program." This type of program aims to reduce greenhouse gas emissions across all sectors of the economy by setting a limit, or "cap," on total emissions and then allowing companies to buy and sell emission allowances, creating an "invest" mechanism. The study will evaluate how such a program could help Maryland meet its greenhouse gas reduction targets and generate sustainable funding for climate initiatives, considering various design elements like which sectors to include, how to limit emissions from facilities near overburdened communities, how to distribute emission allowances, and how to use any revenue generated, such as for rebates to low-income households or investments in clean energy. The Department is also directed to consult with stakeholders and consider the implications of linking Maryland's program with similar initiatives in other jurisdictions, with the final report due to the General Assembly by December 31, 2027.
