This bill establishes new requirements for the cleaning and sanitization of certain solid waste containers, which are defined as trash bins, dumpsters, or similar receptacles used for storing municipal solid waste, but it does not apply to containers used solely for single-family homes. The owner of such a container must hire a professional cleaning service, defined as a licensed entity capable of cleaning, sanitizing, and potentially testing for harmful bacteria and pathogens, to clean and sanitize the container at least once a month. This service must use approved disinfectants, high-pressure washing, and ensure the removal of all odors and visible residues, and the cleaning service must keep records of each service for at least 12 months. The Department of the Environment, or a delegated local health department, can impose an administrative penalty of up to $250 for violations, but only after issuing a written notice and if the violation is not corrected within three months. The Department will also provide guidance and technical assistance for implementation and may adopt further regulations.
