This bill authorizes Warren County to offer an optional twenty-year retirement plan, established under Article 14-B of the Retirement and Social Security Law (RSSL), to Bradley Murphy, a patrol officer employed by the county. This special plan allows officers to retire after twenty years of service, regardless of age, and is generally available to patrol officers who elect to join. However, Bradley Murphy, who started on September 1, 2019, was not enrolled in this plan through no fault of his own. To rectify this, Warren County can pass a resolution and certify that Murphy's exclusion wasn't due to his own negligence, and then file this with the state comptroller within 180 days of the bill becoming law. If approved, Murphy can then elect to be covered by sections 552 and 553 of the RSSL, and his service from September 1, 2019, to the present will be credited under these sections, with his election needing to be filed with the retirement system within one year of the act's effective date. The county will be responsible for all associated employer past service costs, which can be spread over five years, and the fiscal note estimates a one-time past service cost of $108,000, with annual contributions increasing by approximately $12,000 starting in fiscal year 2027.
