This bill modifies how new health care benefit mandates are handled for state health plans, specifically the Missouri consolidated health care plan, which is a plan providing health coverage to state employees and other eligible individuals. Starting January 1, 2027, any new mandate enacted by the general assembly requiring specific health care services, treatments for diseases, or coverage by certain providers will automatically apply to the Missouri consolidated health care plan for a period of thirty-six consecutive months. Following this initial period, the board of the Missouri consolidated health care plan must submit a detailed report to legislative leaders and the Department of Commerce and Insurance, outlining the impact of the mandate, including costs and utilization, and recommending whether it should continue or be extended to other health insurance plans offered by private companies. The Department of Commerce and Insurance will assist in creating this report. If the general assembly does not take legislative action to extend the mandate after reviewing the report, it will automatically expire. The bill also changes the date after which new mandates are subject to review from August 28, 2011, to August 28, 2025, and clarifies that these mandates will only apply to the Missouri consolidated health care plan unless the general assembly specifically votes to extend them to other health benefit plans.
