AI Summary

This bill, titled the Automated Driving Systems Development Act, establishes a framework for pilot projects involving highly automated vehicles, which are cars equipped with advanced systems capable of performing all driving tasks without human intervention (levels 4 or 5 automation). Companies participating in these pilot projects, referred to as autonomous vehicle operators, must adhere to all federal and state laws, develop specific plans for interacting with law enforcement and first responders, and meet safety and emissions standards. To participate, operators must apply to the Secretary of State, detailing the vehicles, their intended operational areas (initially limited to Cook, St. Clair, and Madison Counties), and operational parameters, and pay a fee. A review committee within the Department of Transportation will assess applications and incident reports, making recommendations to the Secretary of State regarding permit approval, modification, suspension, or revocation. The Secretary of State will also develop a driving test for these vehicles and issue permits, which can be suspended or revoked for safety concerns or failure to correct issues. Operators are required to publicly share extensive data about their vehicles, including crashes and system disengagements, and are prohibited from selling or sharing collected "evaluation data" (information used for testing and development) with third parties, except for specific disclosures with identifying information redacted. This Act exclusively governs these pilot projects and will be repealed on January 1, 2030.
