This bill establishes the "Governor's Cup Challenge," a new program designed to provide scholarships for West Virginia high school student-athletes who participated in high school athletics but did not secure an athletic scholarship to an in-state institution of higher education, and who are now pursuing their education at such an institution. The challenge will involve annual athletic contests between Marshall University and West Virginia University in NCAA Division 1 sports where both compete, with points awarded for each win, and the institution accumulating the most points declared the Governor's Cup Challenge champion. A significant portion of the net profits generated from these contests, including ticket sales, merchandise, and concessions, will be deposited into a newly created "West Virginia Athlete Scholarship Fund." The champion institution will receive 65% of the fund's balance for scholarships, while the other institution will receive 35%, both for in-state high school athletes. Oversight and monitoring of the Governor's Cup Challenge and the scholarship fund will be handled by the vice chancellor for administration.
