This bill creates a new offense called "operation of a video lottery terminal," making it a class E felony for anyone to own, rent, or lease video lottery games and the machines used to play them. A "video lottery game terminal" is defined as any device that accepts money or its equivalent to play and then generates a prize of money or redeemable credit, regardless of how the prize is determined. This new law, however, will not apply to excursion gambling boats that are already licensed by the Missouri gaming commission.
