This bill institutes a two-year pilot program for the Learn and Earn Program at West Virginia's four-year state colleges and universities, excluding the West Virginia School of Osteopathic Medicine, beginning in the 2026-2027 school year and concluding in the 2027-2028 school year. The Learn and Earn Program, as outlined in section 18B-3D-1 et seq., is designed to provide educational and work opportunities, and this pilot aims to extend its benefits to baccalaureate institutions. The chancellor, under the guidance of the council and in collaboration with the commission and the participating universities, will be responsible for developing, implementing, and managing this pilot program. Funds appropriated for this pilot program will be kept separate from those for community and technical colleges, with any unspent money carrying over to the next fiscal year, and up to five percent of the available funds can be used annually for program administration.
