This bill establishes a new "community well-being" special license plate program in Arizona. To implement this program, a person must first pay $32,000 to the Department of Transportation (the department) by December 31, 2026, and this individual will also design the plates, subject to departmental approval. Of the $25 fee for these special plates, $8 will go towards administration and $17 will be an annual donation to a newly created "community well-being special plate fund." This fund will be administered by the director, with the initial $32,000 implementation fee being reimbursed to the original payer, and no more than ten percent of the fund's annual deposits used for administrative costs. The fund's money will be annually allocated to a qualified 501(c)(3) organization that focuses on strengthening communities, offers programs for all ages, has at least fifteen centers in Arizona, and has been in existence for over 120 years. The bill also makes conforming changes to existing statutes regarding special plates and the state highway fund, ensuring that special plate administration fees are no longer considered highway user revenues and that the administration fees for these new plates are deposited into the state highway fund.
