This bill establishes the Illinois Future of Energy Choice and Economic Impact Commission to address concerns about energy affordability, accessibility, resilience, and choice, especially in light of the Climate and Equitable Jobs Act (CEJA) and subsequent developments like increasing energy demand, infrastructure needs, reliability uncertainties, rising costs, and new energy technologies. The Commission will be composed of legislative members, state agency directors (including the Director of Commerce and Economic Opportunity, who will chair it), and representatives from natural gas and electric utilities, municipalities, businesses, labor organizations, the nuclear power industry, renewable energy sectors, and energy policy experts. The Commission will meet at least quarterly and will be responsible for analyzing the state's energy export feasibility, the economic impact of current energy policies on workers and industries, the viability of existing policies, and generating recommendations for future energy policy decisions, considering various forecasts. It will also study factors affecting energy costs, accept public comments, and identify opportunities and barriers for an inclusive energy policy that supports existing infrastructure and new technologies, reporting its findings and recommendations annually to the Governor and General Assembly until its repeal on December 31, 2030.
