AI Summary

This bill amends existing law to prohibit public utilities from charging residential customers fees for paying their utility bills using common payment methods such as credit cards, debit cards, cash, checks, automated clearing house (ACH) payments, or money orders. The bill also includes provisions related to industry worker transition programs, requirements for the transfer of ownership of utility assets, and the establishment of service quality and reliability standards by the Public Service Commission (PSC), which oversees public utilities. The PSC is tasked with setting these standards, which must consider various factors like safety, costs, and engineering practices, and may include financial incentives or penalties for utilities based on their performance.
