This bill modifies and updates the procedures for dissolving cities of the third class in Kansas, which are smaller municipalities. Specifically, it changes the requirement for initiating a dissolution vote from a petition signed by a majority of "legal voters" to a majority of "qualified electors," meaning registered voters. The bill also updates the process for placing the dissolution question on the ballot, requiring it to be included in the next primary or general election at least 60 days after the petition is submitted, rather than an immediate special election. The ballot question itself is simplified to "For a city" or "Against a city." Furthermore, the bill clarifies that a two-thirds majority of qualified electors is needed to vote against the city for it to be dissolved and revert to being part of the surrounding township. If dissolved, the city's records go to the township clerk, and the township trustee is responsible for levying taxes on the former city's property to pay any outstanding debts. The bill also repeals the existing law it amends, K.S.A. 15-111, and will take effect after its publication in the statute book.
