This bill establishes the Illinois Regional Generation Reliability Task Force Act, creating a task force to monitor the reliability of Illinois's power grid and consider the needs of consumers, businesses, and the state's energy transition. The task force will identify policies affecting grid reliability, develop standards for optimal performance, explore ways to improve the power supply mix for affordability and reliability, and research best practices from other regions. It will also develop tools to assess the impact of proposed policies and evaluate their costs and benefits, identify relevant data on grid performance and pricing, and provide annual reports with policy recommendations and legislative concepts to the General Assembly. The task force will be composed of legislative appointees, representatives from state agencies, labor organizations, power generation companies, various business and consumer groups, environmental organizations, and representatives from the Midcontinent Independent System Operator (MISO) and PJM Interconnection LLC (PJM), which are independent organizations that manage power grids across multiple states and serve millions of people. The Illinois Commerce Commission will provide administrative support, and the task force is required to hold regular meetings and submit its first report by October 1, 2026.
