This bill aims to update Idaho's environmental laws by removing outdated or unnecessary provisions, aligning with the Idaho Code Cleanup Act's goal of streamlining state laws. Specifically, it removes an obsolete definition related to a "committee" from the Department of Environmental Quality's (DEQ) definitions, and updates language to reflect that the DEQ, rather than a now-removed committee, is responsible for encouraging environmentally sound hazardous waste management methods. The bill also repeals several sections related to a state hazardous waste management planning committee, the state hazardous waste management plan, and the amendment or rejection of that plan, as well as provisions concerning the issuance of permits and licenses under that plan. Additionally, it repeals an entire chapter concerning water quality for Big Payette Lake. The bill declares an emergency and sets an effective date of July 1, 2026.
