This bill amends the Illinois Emergency Management Agency Act to update definitions and terminology, expand the Agency's powers and responsibilities for emergency management and homeland security, and establishes the Statewide Interoperability Coordinator (SWIC) within the Agency to serve as a central point for public safety communications efforts and policy-making for interoperable communications statewide. The SWIC will plan and implement statewide interoperability programs, assess communication capabilities during disasters, coordinate with various entities to ensure emergency readiness, and represent the state in national and regional efforts to achieve interoperability and continuity of communications for emergency responders. The bill also makes related changes concerning planning, coordination, and mutual aid, and it takes effect immediately upon becoming law.
