This bill amends the African-American HIV/AIDS Response Act to ensure continued funding for programs addressing HIV/AIDS within the African-American community. Starting August 1, 2026, and annually thereafter, if the General Assembly appropriates less than $15,000,000 to the African-American HIV/AIDS Response Fund for grants, the Comptroller will direct the Treasurer to transfer the difference from the General Revenue Fund to the African-American HIV/AIDS Response Fund, guaranteeing a minimum of $15,000,000 is available for these grants. The bill also directs the Department of Public Health to update specific rules for awarding these grants, including defining what constitutes an "African-American community-based organization" eligible for funding, setting application deadlines, allowing unspent grant funds to be carried over to the next fiscal year, and requiring at least 15 such organizations to receive grants annually. Finally, the bill removes provisions related to African-American HIV/AIDS Response Officers and the HIV/AIDS Response Review Panel.
