AI Summary

This bill establishes a standardized process for reporting and investigating violations of the School Code or related rules by school districts or officials. The State Board of Education will create a Uniform Compliance Complaint Form, accessible online through regional offices of education and intermediate service centers, which are local administrative bodies overseeing schools. Anyone can use this form to file a complaint, and upon receiving a signed complaint, the relevant regional office or service center must conduct an independent investigation, allowing both the complainant and the school district to submit additional information. A written decision must be issued within 60 days, and if a violation is found, the school district will be required to create and implement a corrective action plan, with progress monitored and posted online. Officials who knowingly provide false information or refuse to cooperate during an investigation could face disciplinary action regarding their professional educator license. Parties involved can appeal decisions to the State Superintendent of Education within 30 days, and the State Board of Education will create necessary rules to put these provisions into effect.
