This joint resolution establishes the Regional Stormwater and Sewerage Equitable Solution Commission to investigate the issues caused by outdated stormwater and sewer systems in specific areas of Illinois, collectively known as "the region," which includes Berwyn, Oak Park, Cicero, and parts of Chicago's South Austin and North Lawndale neighborhoods. These systems, some dating back to the early 20th century, are frequently overwhelmed, leading to flooding of both rainwater and raw sewage, causing significant damage to homes, businesses, and public property, with costs often unfairly borne by local residents and businesses. The Commission, composed of representatives from these municipalities and the Metropolitan Water Reclamation District, will study these problems and propose policy and legislative solutions, with the Department of Commerce and Economic Opportunity providing administrative support. Additionally, the Governor's Office of Management and Budget, in consultation with the Department of Commerce and Economic Opportunity, is directed to submit a separate report to the General Assembly outlining legislative and budgetary recommendations to help alleviate the financial burdens faced by those affected by these antiquated systems.
