This bill proposes to amend the Kentucky Constitution to grant individuals 21 years of age or older the right to possess, use, buy, or sell up to one ounce of cannabis without criminal penalty, and to cultivate, harvest, and store up to five cannabis plants for personal use, also without criminal penalty. The bill also empowers the General Assembly, Kentucky's state legislature, to create laws that regulate and control the production, processing, and sale of cannabis and products derived from it. If approved, this constitutional amendment would be presented to voters on a ballot with a specific question for their ratification or rejection, and the Secretary of State would be responsible for publishing the proposed amendment and certifying it to county clerks for inclusion on ballots.
