Bill Summary

This bill establishes "Youth Homelessness Guaranteed Income Pilot Program Act." The bill requires the Commissioner of Labor and Workforce Development to establish a one-year "Youth Homelessness Guaranteed Income Pilot Program" to provide a one-time payment of $5,000 and a monthly direct cash stipend of $1,200 for nine months to 50 homeless youth in Hudson County. "Homeless youth" is defined as an emancipated minor or an individual who is of 18 to 24 years of age who lacks an adequate nighttime residence. Under the bill, the commissioner, in consultation with the Office of Homelessness Prevention in the Department of Community Affairs and certain service providers, is required to provide technical assistance and wraparound services to participants, assist participants in accessing other housing and assistance programs, and collect and analyze data related to housing status, economic stability, and other information relevant to the program. The bill requires the commissioner to submit a report no later than the first day of the sixth month following the conclusion of the one-year pilot program including findings, recommendations to improve the program, and a recommendation on whether the program should be continued or expanded. The bill provides that cash stipends are not considered income, assets, or personal property for the purpose of determining eligibility for a State-funded public assistance program for which the State has discretion to define income eligibility.

AI Summary

This bill establishes the "Youth Homelessness Guaranteed Income Pilot Program Act," a one-year initiative managed by the Commissioner of Labor and Workforce Development to aid 50 homeless youth in Hudson County. "Homeless youth" are defined as individuals aged 18 to 24, or emancipated minors, who lack a stable place to sleep, which can include shelters, transitional housing, or temporary stays with friends or family for less than 30 days. Participants will receive a one-time payment of $5,000 and a monthly cash stipend of $1,200 for nine months. The program will also offer "wraparound services," which are support services like housing navigation, financial coaching, mental health care, and employment assistance, to help participants overcome barriers to stable housing and employment. The Commissioner, in collaboration with the Office of Homelessness Prevention and service providers, will collect data on participants' housing and economic stability, and will submit a report with findings and recommendations for program continuation or expansion. Importantly, the cash stipends provided will not be counted as income or assets when determining eligibility for state-funded public assistance programs where the state has control over income requirements.
