This bill, effective July 1, 2026, allows the Illinois High School Association and the State Board of Education to create a "Safe Sports School Seal" program for public and nonpublic schools and institutions of higher education. This program aims to improve safety in sports by establishing eligibility standards that schools must meet to receive the seal. These standards include incorporating concussion awareness into parent and student handbooks, providing annual training for coaches and staff on chronic traumatic encephalopathy (CTE), which is a degenerative brain disease caused by head trauma, and concussions, implementing protocols for students diagnosed with concussions to safely return to learning and playing, and hosting at least one community awareness event annually about CTE and concussions. Schools will need to apply to the Illinois High School Association with proof of meeting these requirements to earn the seal, and the State Board of Education is granted the authority to create necessary rules for the program.
