This bill expands the State's transportation local aid program to include boardwalks and promenades, which are defined as elevated pedestrian walkways or footpaths owned or maintained by municipalities that allow pedestrians to cross wet, fragile, sandy, or marshy land. This means that the mileage of these boardwalks will now be counted alongside road mileage when calculating the amount of State aid that counties and municipalities receive for maintaining their infrastructure. Essentially, local governments will receive the same amount of annual funding for each mile of boardwalk they maintain as they do for each mile of road. Furthermore, the bill mandates that the Commissioner of Transportation must allocate at least $4 million annually from the Local Aid Infrastructure Fund, a pool of discretionary grants for projects not covered by other programs, specifically for boardwalk projects between State Fiscal Years 2026 and 2031.
