This bill amends the Transportation Network Providers Act to establish specific requirements for Transportation Network Company (TNC) drivers who provide services for students traveling to or from school, school-related activities, or school-sanctioned activities, defining such services as "school TNC" services. These additional requirements include mandatory training for drivers on safe practices, special considerations for students with disabilities, emergency preparedness, and safe pick-up/drop-off procedures. Drivers must also be at least 23 years old and have a minimum of three years of driving experience. Furthermore, drivers cannot have certain criminal convictions, including those related to sex offenses or violent crimes against youth, and must undergo fingerprint-based criminal history checks for unsupervised access to minors. The bill also mandates the use of global positioning system (GPS) monitoring for end-to-end ride visibility for guardians and school personnel, and an integrated telematics solution to track driving behavior like cell phone use, speeding, and hard braking. TNCs will be required to report on the impact of these programs. Importantly, the bill clarifies that the Transportation Network Providers Act, any relevant municipal ordinance, and contracts between schools and TNCs will exclusively govern these school TNC services, meaning drivers will not need additional state-issued licenses like a school bus driver permit.
