This bill amends the Illinois Procurement Code to exempt certain expenditures made by the Illinois Emergency Management Agency and Office of Homeland Security (IEMA) from standard procurement rules. Specifically, the Code will not apply to procurement expenditures that are necessary for IEMA to respond to a radiological incident, monitor a nuclear power plant, or use at a nuclear facility, provided that IEMA makes a good faith determination that such an exemption is necessary and appropriate, and a copy of the contract is made available to the Chief Procurement Office upon request. The Illinois Procurement Code, or "the Code," is the set of laws governing how the state government purchases goods and services. This exemption is intended to allow for quicker responses in critical situations related to nuclear safety.
