AI Summary

This bill aims to protect parental rights and define a child's sex as biological sex, prohibiting state employees and contractors from encouraging children to adopt an identity different from their sex or from concealing such requests from parents. It clarifies that affirming a child's sex, which means referring to and raising them in a manner consistent with their biological sex, including using their legal name and pronouns, and declining medical interventions for bodily modification or mental health services that reinforce a different gender identity, will not be considered abuse or neglect in dependency proceedings. The bill also allows prospective and current foster or adoptive parents, kinship care providers, or other service providers to refuse actions contrary to their religious or sincerely held beliefs regarding a child's sex, and requires state agencies to certify they have no policies forcing such actions. Furthermore, it mandates that child placement decisions by the state be based solely on a child's sex and prohibits state contracts or training programs that characterize affirming a child's sex as abuse or suggest that sex can be changed through social or medical interventions.
