AI Summary
This bill establishes new criminal offenses and modifies existing laws related to the use of artificial intelligence (AI) in Wyoming. It clarifies that using an AI system to commit a crime is not a defense against prosecution for that crime. The bill creates specific offenses for distributing nonconsensual synthetic sexual material, which is defined as realistic depictions of identifiable individuals created or altered using AI or other digital methods without their consent, especially when it causes or is intended to cause harm. It also criminalizes the development or distribution of AI systems specifically designed to create, distribute, or promote child pornography or synthetic sexual material, with exceptions for certain educational, law enforcement, or public library activities. Furthermore, the bill prohibits the development or distribution of AI systems intended to promote self-harm, again with exceptions for legitimate educational, law enforcement, or healthcare activities. Importantly, it also prohibits interactive computer services, such as social media platforms, from using AI systems to intentionally censor political speech, with exceptions for illegal content or threats of violence. The bill also provides immunity to developers of AI systems from liability for damages arising from the misuse of their systems, unless the system was developed with the knowledge or intent for illegal purposes, or the developer should have known it would be primarily used for illegal purposes.
