This bill requires the Superintendent of Public Instruction to convene a statewide stakeholder workgroup by July 1, 2027, to review existing comprehensive school safety plans and recommend improvements to their development, approval process, and required elements, considering evolving safety issues like active shooters and natural disasters. This workgroup, composed of educators, parents, law enforcement, fire agencies, and school nurses, will also consult with outside experts. The Superintendent must then submit a report of these recommendations to the Department of Finance and legislative committees by July 1, 2028. The bill also allows the State Department of Education to contract with non-governmental entities to help implement these provisions, with specific exemptions from certain contracting and review processes.
