This bill establishes the Office of Health Care Quality Stakeholder Advisory Council, referred to as the "Advisory Council," to provide feedback to the Office of Health Care Quality (the "Office"), which is responsible for overseeing health care facilities in Maryland. The Advisory Council will also inform the Secretary of Health if the Office is found to be negligent in its oversight duties. The Council will be composed of various members, including legislators, state officials, representatives from the Attorney General's office, healthcare workers, residents or their family members, industry representatives, and advocacy groups for various populations, as well as representatives from organizations like MedChi, SEIU, AARP, NAACP, and others. Beginning January 1, 2027, the Advisory Council is required to hold virtual public meetings every six months, which will be live-streamed and include opportunities for public comment, with summaries of these meetings to be published on the Council's website within 30 days. At these meetings, the Office will report data on its oversight activities, such as the number of facilities monitored, complaints received, and violations identified, and the Advisory Council will review this data, compile feedback, and develop recommendations for improving care quality, reporting its findings annually to the Governor and General Assembly.
