This bill modifies the requirements for the firearms training course that individuals must complete to obtain a permit to carry, wear, or transport a handgun in Maryland. Specifically, it adjusts the content of the required training, removing detailed provisions about safe storage, circumstances under which a person becomes prohibited from possessing a firearm (such as protective orders or being a respondent to an extreme risk protective order), firearm loss or theft reporting, banned firearms and accessories, firearms requiring special permits, and straw purchases. Instead, the bill adds instruction on armed trespass and clarifies that the course must cover locations where a person is prohibited from possessing a firearm. The bill also restructures and expands the practical firearm training components, including handgun nomenclature, ammunition knowledge, defensive handgun skills, drawing from concealment, loading and stoppage remediation, mindset for responding to attacks, handgun concealment and carry modes, home firearm safety, and safe firearm storage, cleaning, and maintenance. The bill also specifies that the training course must include conflict de-escalation and resolution, anger management, and suicide prevention, and it will take effect on October 1, 2026.
