This bill requires the Secretary of State Police to approve a training course and offer a written exam for individuals who are licensed as, applying to be licensed as, or employed by a firearms dealer in Maryland. The training will cover state and federal firearm laws, preventing and reporting theft, firearm safety, and recognizing illegal activities like straw purchases and trafficking. Failure to complete this training and pass the exam will result in the disapproval of a dealer's license application, and violations can lead to a civil penalty of up to $1,000. The Secretary must approve the training and exam by October 1, 2026, with the exam requiring at least 70% correct answers to pass, and individuals can retake it as many times as needed.
