This bill requires nursing homes in Maryland to spend at least 75% of their total revenue from nursing and residential care on "direct care wages and benefits," which are defined as wages and benefits for staff in nursing, dietary, restorative therapy, and social work roles. Furthermore, starting in 2027, each nursing home must submit an annual cost report to the Maryland Department of Health by September 1st, detailing wage disbursements and other required information, and this report must be signed under penalty of perjury. The Department of Health is empowered to take enforcement actions, such as imposing corrective plans or suspending or terminating a nursing home from the Maryland Medical Assistance Program, if a facility fails to submit the report, submits an inaccurate one, or does not pay the required wages.
