This bill, the Smart Space Act of 2026, directs the Administrator of General Services (GSA), the government agency responsible for managing federal buildings, to hold meetings within 90 days of the bill's enactment to find new ways to pay for building new public facilities or renovating existing ones. These new methods, referred to as "alternative financing" or "public-private partnerships," could involve private companies designing, building, financing, operating, and maintaining federal assets, or leasing land to private entities who then build on it and lease it back to the government. The goal is to reduce costs for the Federal Government. The Administrator must include experts from private commercial real estate, federal real estate, and, if possible, state real estate professionals experienced with private financing for public buildings in these meetings. Within 120 days, the Administrator must report to the President with recommendations on the best public-private partnership models and a list of specific federal building projects where these methods should be used, prioritizing projects that serve core government missions, lead to consolidation of federal agencies into more efficient spaces, and ensure standard office spaces are at least 60 percent utilized. The report will be made public and submitted to relevant congressional committees, and any delays in the process must be reported to the President and Congress. The meetings themselves will be open to the public.
