Removes provisions concerning rulemaking and disclosure requirements for the Department of Public Health in provisions creating the Abortion Access Fund Grant Program. AI Summary

This bill establishes the Abortion Access Fund Grant Program, which will use money from the Abortion Access Fund to provide grants for abortions, specifically for patients who are uninsured or underinsured and for whom federal funds cannot be used. The bill also mandates that health insurance issuers offering qualified health plans through the Illinois Health Benefits Exchange must report financial details related to abortions for which federal funding is prohibited, including any funds transferred from separate accounts designated for such purposes. Any excess premium funds collected for these specific abortions, after claims are paid, must be remitted to the Department of Insurance, which will then deposit these funds into the Abortion Access Fund. The bill also clarifies that the term "abortion" will be defined as it is in the Reproductive Health Act and makes other unspecified changes, taking effect immediately.
