This bill establishes a permanent, or "standing," appropriation from the state's general fund to the state board of regents, which oversees Iowa's public universities. Starting in the fiscal year beginning July 1, 2026, and continuing each year after, the board will receive an amount equal to $1 for every Iowa resident, as determined by the most recent population estimate from the United States census bureau. However, this funding is capped at a maximum of $3 million per fiscal year. The funds are specifically designated for pediatric cancer research, including laboratory studies and clinical trials, conducted at the University of Iowa Hospitals and Clinics. Importantly, these moneys cannot be used for administrative expenses, overhead, or any activities not directly related to pediatric cancer research. To ensure accountability, the state board of regents is required to submit an annual report to the governor and the general assembly by October 1, detailing how the appropriated funds were utilized in the previous fiscal year.
