AI Summary

This bill requires the Public Utilities Commission (PUC) to create a distinct service classification, including its own pricing structure (tariff and rate schedule), for "large energy use facilities." These facilities are defined as those using or capable of using at least twenty megawatts (20mw) of electricity and primarily engaged in services like cloud storage, application hosting, and data processing, as outlined by a specific industry code. The PUC must ensure that the costs associated with serving these large energy users are either fairly allocated to them or directly assigned, and that these costs do not unfairly burden other electricity consumers. Additionally, electric companies serving these large facilities must enter into contracts with them for at least ten years, which may include charges for peak demand. The PUC will consider the impact of these tariffs and contracts on grid efficiency, reliability, clean energy goals, and greenhouse gas emission reduction targets before approving them. Finally, the PUC is mandated to report on trends related to large electricity consumers to the governor and general assembly every two years, starting in 2028.
