This bill mandates that state agencies awarding contracts for property management services for residential and commercial buildings must set procurement goals to ensure that thirty percent of these contracts are awarded to minority and women-owned business enterprises (MWBEs), which are businesses owned by individuals from racial or ethnic minority groups or women. The Director of the relevant agency is responsible for creating rules and regulations to implement and enforce this requirement, which will apply to state contracts signed on or after January 1, 2024, excluding those already awarded or with pending bids or requests for proposals issued before that date.
