This bill establishes a new process for individuals denied a permit to carry a handgun, allowing them to request a reconsideration meeting with the licensing authority or the attorney general's department, which must be held within 14 days and can be extended up to 60 days, during which the applicant can submit additional documents. If the denial is upheld after this meeting, the applicant can then appeal to the superior court for a trial de novo, meaning a completely new trial without a jury. Importantly, all records and proceedings related to these reconsideration meetings and court appeals will be kept confidential and not accessible to the public unless the applicant specifically requests in writing for the court hearing to be open. The bill also allows the court to award attorney's fees and costs to the applicant if the denial was not made in good faith or if there was no valid legal or factual basis for it.
