This bill allows cities and towns, referred to as municipalities, to enter into agreements with the Rhode Island Department of Transportation (the "department") for the municipality to carry out minor and routine upkeep, or "project work," on state highways, roads, and their shoulders that are within the municipality's borders. If a municipality completes this work according to the contract's agreed-upon standards, they will be protected from any future legal responsibility for injuries or damages, known as "tort liability," that arise from that work. Additionally, the municipality will be paid or reimbursed by the department for the work performed, provided it meets the contract's standards. This legislation does not alter the department's existing powers and responsibilities.
