This bill aims to encourage timely filing of campaign finance reports by increasing the civil penalties for failing to do so. Specifically, it revises the penalties for political committees and their treasurers who file late, incomplete, or inaccurate sworn, itemized financial statements. For a first offense within an election cycle, the penalty will be the greater of $100 or 10% of the committee's cash on hand at the start of the reporting period, up to a maximum of $500. For subsequent offenses in the same election cycle, the penalty increases to the greater of $200 or 15% of the cash on hand, with a maximum of $1,000. The bill also introduces a process where the Secretary of State will provide written notice of non-compliance, allowing a grace period for correction before assessing penalties, and allows for settlement agreements or installment plans for payment. The Secretary of State will also maintain a public online list of late filers. The term "grossly" in relation to incomplete or inaccurate statements is defined as substantive and material, including false or misleading representations and omissions.
