This bill mandates that beginning in the 2027-2028 school year, Kansas school districts must provide at least 30 minutes of daily organized recess for elementary students in grades kindergarten through fifth, as long as the school day exceeds five hours; this recess, defined as supervised unstructured play, physical activity, or social interaction, cannot be withheld for disciplinary reasons unless a student poses an immediate threat to themselves or others. Additionally, starting in the 2026-2027 school year, the state board of education will establish and require all school districts to administer an annual Kansas state physical fitness test for students in grades one through 12, with awards for those meeting certain performance benchmarks, though children with disabilities or medical exemptions are excluded. Furthermore, the bill amends existing law to explicitly designate up to one hour of organized recess per school day as part of the required school term, and it repeals the old law on July 1, 2027, effectively replacing it with these new provisions.
