This bill requires individuals and organizations acting as agents or engaging in political activity on behalf of certain foreign countries, defined as "countries of concern" (including China, Cuba, Iran, North Korea, Russia, and Venezuela, but excluding Taiwan), or their "foreign principals" (which includes their governments, political parties, citizens, and businesses), to register with the state. An "agent" is defined as someone acting for a foreign principal who engages in "political activity," which includes lobbying, influencing local government actions, or advocating for or against candidates, recall efforts, or ballot measures. "Foreign-supported political organizations" are also required to register if they have received funds from foreign principals or their agents within the last five years and engage in political activity. Registration requires detailed information about the agent or organization, their foreign principals, and all financial transactions and activities. The bill also amends existing state governmental ethics laws to include these new registration and reporting requirements and allows for civil fines of up to $15,000 for violations, with the collected fines going to the Kansas public disclosure commission fee fund.
