This bill requires landlords of residential properties built before 1978 to register specific information with the Department of Health for the purpose of enforcing lead hazard mitigation laws and promoting lead safety. This registered information includes landlord or business entity names, contact details like active email addresses and phone numbers, and information about property managers or agents. Landlords must also provide a valid certificate of conformance related to lead hazard mitigation or proof of exemption. A publicly accessible online database will be created by the Department of Health, displaying only the landlord's name, their property manager's email and phone number, and lead hazard mitigation compliance information, but excluding other personal contact details. Landlords must register by October 1, 2024, and re-register annually, with penalties for non-compliance starting at $50 per month for failing to provide general information and $125 per month for failing to provide lead hazard mitigation compliance information. The collected penalties will fund lead hazard mitigation efforts and the administration of this registry. The bill also removes a provision that previously prevented landlords from starting eviction proceedings for non-payment of rent if they were not compliant with these registration requirements.
