This bill mandates that by October 30, 2027, the department will conduct a study on the condition of wetlands in counties classified as first or second class, which are the most populous counties in Utah. This study will examine changes in wetland acreage over the past five years, any reclassifications of wetlands due to changes in federal law, and the consequences of wetland loss on outdoor recreation, such as hunting and fishing, as well as on water quality and endangered aquatic species. The department will also propose recommendations for legislative and administrative actions to improve wetland health and address wetland loss, reporting its progress by November 30, 2026, and its complete findings by October 30, 2027, to the Natural Resources, Agriculture, and Environment Interim Committee, which is a group of legislators who meet between regular legislative sessions. The bill also specifies an effective date of May 6, 2026.
