This bill amends the Responsible Outdoor Lighting Control Act to require that all new outdoor lights, called luminaires, purchased or installed after June 30, 2032, must emit a color temperature of 2,700 Kelvin or less, a change from the previous requirement of 2,200 Kelvin for certain areas. It also introduces exceptions for uplighting used on statuary and historical building facades, provided it meets specific criteria: the color temperature must not exceed 2,700 Kelvin, the light intensity should be no more than 25% above established standards, it must not exceed light trespass limits, and it must be turned off by midnight each night. Furthermore, after January 1, 2027, any new or replacement uplighting for state historic statuary and facades will require approval from the State Historic Preservation Office, an agency responsible for protecting historical sites. These changes aim to reduce light pollution while allowing for necessary illumination of historical features.
