This bill allows for the creation of special motor vehicle registration plates for the Friends of the Historic Narragansett Towers, a not-for-profit organization dedicated to preserving and promoting the historic Narragansett Towers. The plates will be designed by the organization in collaboration with the division of motor vehicles and approved by the Rhode Island state police, and will be used in place of regular registration plates. To obtain these special plates, a minimum number of prepaid orders must be met, and there will be an additional forty-dollar ($40.00) issuance surcharge on top of the regular registration fee, with twenty dollars ($20.00) going to the general fund and the remaining twenty dollars ($20.00) distributed annually to the Friends of the Historic Narragansett Towers to support cultural and performing arts programs. Subsequent renewals will incur a ten-dollar ($10.00) surcharge also for the organization. In exchange for these funds, the Friends of the Historic Narragansett Towers must use any Rhode Island-sourced funds for the benefit of Rhode Island-based charitable organizations and submit an annual accounting report before receiving the distributed monies. The bill also specifies that there will be no refunds for early cancellation of these special plates and will take effect upon passage.
