This bill amends the Illinois Procurement Code to establish new requirements for any company seeking to contract with a State agency to provide firearms, firearm ammunition, or firearm accessories, as well as for those companies that are awarded such contracts. These requirements include certifying that they do not sell unserialized gun build kits or firearm precursor parts, which are components that can be readily completed into a firearm frame or receiver. Additionally, bidders and contractors must annually provide documentation regarding their licenses, permits, trace requests from the federal Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), any thefts or losses of inventory, recent inspection reports, corrective actions taken for non-compliance, and an affirmation of adherence to all relevant firearm laws. They must also outline their practices and policies for preventing illegal transfers, sales to prohibited individuals, theft, employee training, assisting law enforcement, and operating digital video surveillance systems. State agencies will consider this information as a factor in awarding contracts and must reject bids from those who do not comply, with no exceptions for emergency purchases. The Attorney General's office will develop processes to oversee and assess compliance with these new provisions.
